The role is responsible for Compliance within a region with revenues greater than $1 billion and may include responsibility for providing leadership support, coverage or management to multiple regions.   Responsibilities Include compliance support for the General Manager, Regional Vice Presidents of Operations and Commercial,  other members of the leadership team and may provide support to other Compliance Directors in other regions.  As a member of the regional leadership team, acts as business partner with senior leadership in the region(s) to ensure compliance and find solutions to compliance issues.  Responsible for communicating and proactively driving and monitoring compliance with all applicable federal and state laws, regulations, policy directives, compliance policies and procedures and ethical requirements, directly and through supervision of Compliance personnel within the region’s sites.  Engaged in all aspects of the business and seen as a key driver of requirements in complex situations. 
  • As a member of the Regional Compliance team, identify and implement opportunities that cut across regions to drive compliance and support business operations. 
  • As a member of the senior leadership team within the region, provide Compliance support for the General Manager and Regional Vice Presidents of Operations and Commercial. 
  • Engage actively with the senior leadership team in all key business initiatives to identify and address any compliance issues and to develop compliant solutions. 
  • Lead compliance program in region. 
  • Direct  activities of the region’s Compliance  staff  to ensure that  compliance programs are operating effectively and efficiently. 
  • Coordinate with other Regional Compliance Directors and SMEs in Corporate Compliance to obtain Compliance approval of regional initiatives where necessary and to ensure consistency among the regions. 
  • Lead privacy matters and manage the reporting process relating to potential breaches of protected health information and personal information, if applicable. 
  • Work with Legal and other functions including government affairs to ensure that the businesses are aware of and in compliance with all federal and state regulations. 
  • Drive the Quest Diagnostics compliance program by leading projects and providing operational feedback in the development and execution of corporate initiatives. 
  • Ensure compliant outcomes for all systems and customer and product offering conversions, including laboratory and billing system conversions. 
  • Drive the effectiveness of the internal monitoring program to ensure that problems are resolved as soon as they are identified to improve process quality and to drive positive audit results. 
  • Actively manage the compliance audit process with a goal of green audits. Coordinate action plans within the region to drive complete resolution of audit issues on a timely basis. 
  • Ensure that the Regional Compliance teams are functioning as required to ensure proper governance. 
  • May provide guidance or lead Compliance initiatives across multiple regions 
  • May provide direction and guidance to Regional Compliance Directors 

QUALIFICATIONS

Required Work Experience:  

  • 15+ years people management experience including managing staff across multiple locations.   
  • 10+ years compliance or Lab Operations for Health Care organizations, for multiple locations 
  • 10+ year developing compliance programs and policy 
  • 10+ serving in a compliance manager role or in a related position serving multiple labs 
  • Demonstrated leadership and managerial skills (track record of building capabilities of staff and compliance organizations). 
  • Demonstrated ability to work in a face-paced complex environment

  • Knowledge of and application of all compliance policies and procedures. 
  • Thorough understanding of all aspects of lab operations. 
  • Thorough understanding of all federal and state fraud and abuse laws and regulations or ability to learn them.
