Overview

Quartz is seeking an innovative executive leader with a transformative mindset to join our Executive Leadership Team, reporting directly to the President and CEO, as Vice President and Chief Information Officer (CIO). This tech visionary is charged with aligning, articulating, and executing an enterprise-wide IT strategy to enhance business performance and enable Quartz and its employees to carry out our mission of improving the health and well-being of the people and communities we serve.

The CIO will provide the vision and leadership needed to promote a collaborative culture between technology teams and subject matter experts responsible for enabling business functions and end users across the enterprise. This role will lead a team of high-performing technology experts and promote ongoing skill- and relationship-building that reinforces trust and credibility with end users to drive technology decisions and execution that achieves business success. The CIO will serve as a technical champion and advocate - ensuring that the business implications resulting from technology improvements, opportunities, and challenges are understood and effectively addressed.

This role will oversee Information Security, Infrastructure, Application Development, and IT Services Process & Solution Delivery. Additionally, the CIO will lead enterprise planning and policymaking committees, driving the development of enterprise technology standards, security strategies, governance processes, and performance metrics to ensure IT delivers values to the enterprise.

Responsibilities
  • Assesses, develops, leads, and maintains IT strategic and operational planning to achieve business goals by fostering innovation, reducing risk, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems and technologies across the organization. Directs development and execution of an enterprise-wide security vision and strategy and disaster recovery plan.
    • Collaborates with executive leadership and business partners to define and execute the digital business strategy. Participates in and contributes to the assessment of external digital opportunities and threats, and internal technology capabilities required to achieve desired competitive positioning.
    • Provide regular reporting on the current status of the information security program to enterprise risk teams, senior business leaders and the board of directors as part of a strategic enterprise risk management program, thus supporting business outcomes.
    • Actively serves as executive-level participant and sponsor of the Incident Response Team and ensures IT Business Continuity Plan is complete and current through effective delegation and oversight.
  • Develops the organization's digital business strategy and provides leadership for determining the priorities, projects, and future direction of the IT functions to achieve maximum enterprise-wide efficiencies, including visionary leadership for emerging technologies to be assimilated, integrated, and introduced within the enterprise to ensure IT capabilities respond to the evolving needs of the enterprise's digital business strategy. Provides strategic direction in the IT organization's innovation efforts, including experimenting with new solutions to take advantage of those opportunities in the fulfillment of the digital business strategy of the enterprise.
    • Remain knowledgeable of market and industry trends, competitors, and all aspects of Quartz's market. Identify and evaluate new technologies, vendors, products, and features of potential value to organization.
  • Directs the development of IT sourcing strategy and provides executive oversight for strategic vendor and partner relationship management.
    • Review software acquisition, hardware acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale
    • Continually identify trends and best practices in the IT field and adopt those which support the organization's strategic objectives
  • Empower and build a high-performing team of technology professionals who understand Quartz's culture, objectives, and strategies to apply expertise to address organizational concerns, challenges, risks, and opportunities related to technology and information security practices.
    • Assess the organization's current capabilities and develop a strategic plan to address any gaps or challenges, including skill gap assessment, development, and succession planning.
    • Promote effective teamwork and actively eliminate impediments to collaboration between departments and between Quartz and its provider sponsors.
  • Serves as a champion, advocate, and subject matter expert on technology and data-related projects and issues; represents the organization within the community, as needed.
    • Effectively partner with technology & data stakeholders across Quartz, Board of Directors, and Provider Sponsors including the Enterprise Data Management & Analytics teams, Executive leadership, subject matter experts, consultants, and vendors
    • Establish and maintain successful relationships with community leaders and organizations such as the Wisconsin EPIC Users Group and the Dane County Health Information Exchange, various governmental entities and other external and internal stakeholders.
Qualifications
  • Bachelor's Degree or equivalent, relevant experience
  • 15+ years of progressively responsible experience in management information systems (MIS), with at least 7 years of formal leadership experience
  • 5+ years of relevant experience in healthcare, health insurance, or managed care setting; understanding of health insurance and business operations, including electronic claims, enrollment, accounting, premium billing, and provider contracting
  • Experience leading IT strategy at an enterprise-wide level - demonstrating a broad understanding and shared accountability for solving issues facing the enterprise, within and beyond one's own direct scope of responsibility, including the development and implementation of solutions and effectively translating organizational outcomes and messages to staff and constituents
  • Skilled in complex organizational change and demonstrated success establishing enterprise-wide systems, programs, and improvements that are operationally reliable, financially sustainable, and contribute to fulfillment of organizational goals, priorities, and strategies in a multi-stakeholder environment
  • Deep understanding of Information Security, Infrastructure, Application Development, and IT Services Process & Solution Delivery best practices, emerging technologies, and industry trends
  • Hands-on leader who has demonstrated success managing multiple large cross functional teams or projects, partnering with senior-level management and key stakeholders
  • Professional, well-developed communication skills (written and verbal) with a high degree of diplomacy and persuasiveness, along with the strong ability to collaborate and communicate with individuals and groups at all levels of the organization to cultivate effective working relationships
  • Proven ability to build and manage a high-performing team through the expression of a clear vision of future goals and organizational expectations and inspiring others to achieve the goals
  • Proven flexibility and an open-minded thought process, with a high degree of honesty, integrity, and confidentiality
  • Valid driver's license and flexibility to travel to various sites for meetings and other functions

This position will be required to work regularly (averaging at least 3 days/week) from our office in Madison, WI. For the right candidate, increased flexibility and/or hybrid work arrangements may be considered. Relocation assistance may be available travel throughout Wisconsin, Minnesota, Illinois, Iowa and growth markets is expected. Hardware and equipment will be provided by the company, but candidates must have access to high-speed, non-satellite Internet to successfully work from home.
